The five things I check on every Katy property, in this order:

  1. Flood. Critical and specific. Homes inside the Barker Reservoir flood pool, and sections of Cinco Ranch and older Katy neighborhoods, flooded during Harvey. Much of newer west Katy did not. Reservoir pool boundaries are the diligence item that matters most in this submarket.
  2. Structure and foundation. Houston's expansive clay moves. What the slab or the pier-and-beam is doing now, and what it will cost to correct, is a number you want before the option period closes rather than a surprise after.
  3. What you're allowed to change. Deed restrictions and architectural review govern exterior changes. Design to the rules first, then price the build — reversing that order is what produces the delays people complain about.
  4. Systems capacity. Panel amperage, HVAC sizing, and plumbing age decide whether the renovation you're imagining is a finish project or a gut.
  5. The bracket above you. If the next price tier in this zoning isn't far enough above your purchase price, the renovation can't pay for itself no matter how well it's built.
